    I am not sure if security contracting is handled by the Management branch or Security, although I’d posit it was Management. The contracting officer should have had the merits of all proposals handled by one group of people who would have reviewed qualifications, capabilities, experience, etc. From the statements given, it would seem either this panel was a bad joke, a rubber stamp for the contracting officer (and there are those who use rubber stamps to put through highly questionable contracts) or the contracting officer, most likely a mom Foreign Service Officer, who has no real knowledge of overseas conditions and problems, made a very dangerous decision that cost people their lives. However, given how questionable the group that won the contract was, it is possible that other considerations were involved.

    The problem is Management has been a joke for years at State, and the head of Management was directly involved in many questionable activities including the establishment of Benghazi as an arms transfer point for rebel groups operating in the Middle East. This is compounded by the lack of a real, independent IG, I mean whats the point of being a diplomat if someone is going to hold you accountable for illegal and shady actions.

    Obama’s State Department somehow misplaced six billion dollars, but whats a few billion among friends.
