We have Sovereign Constitutional &quot;Citizens&quot;

Then we have 2  classes of &quot;US citizens&quot; 

One resides in the states themselves and has the right to vote. 
The other resides in the federal states &quot;Guam &quot;  etc and can caucus to select the nominee for President but can not vote, making them a sub class of Federal citizen.</description>
